Detective Shilling is a remarkable man and an exceptional professional who has committed his life and dedicated his career to enhancing the lives of children across the U.S. and all over the world. His commitment to the eradication of sexual violence toward children and the enhancement of child and adolescent well-being is beyond compare. Over my nearly 40 years in the field, I've met many extraordinary professionals and humanitarians, yet none "hold a candle" to the significant impact that Detective Shilling has had on children's welfare globally.

For those of you who don't know him, Bob's tombstone will say, "Because it's the right thing to do." That is a mantra. That is a philosophy. That is his way of behaving. Detective Shilling is effective. He's effective with legislators. He's effective with governments. He understands the issues. Bob is an effective, highly decorated police detective and trainer who's driven by "what's the right thing to do." He's good at organizing. He's good at motivating. He's good at leading the troops to get the job done. Bob is a survivor of child sexual abuse. He's very credible, and he inspires us to do better. He knows what the experience is like, both as a law enforcement officer and survivor. It's been an overwhelming and humbling experience to work with Bob because he walks the walk and commands from us the desire to do better and to do the right thing.

Bob dedicated 26 years of his 43-year career to defending the most vulnerable and precious members of our society: children, our future generations. In this domain, he showed exemplary courage, dedication, dignity, and empathy in protecting children from the most horrible crime of child sexual abuse and exploitation. He has been a model for his professionalism, honor, and ethics. There are not many of us who can retire knowing that we have made a difference in so many lives. Over five thousand victims have been identified and rescued since he arrived at INTERPOL. What is even more remarkable is that he mentored his team to keep the continuity and sustainability of the unit, which has tripled in size since he arrived. He has been tireless in protecting his staff from the psychological impacts of working with child abuse images.

Most members of our work group have never questioned the need for a community notification system. However, there have always been concerns about how to best implement such a process, even among supporters of community notification. Detective Shilling provided the blueprint. He was able to take the theory and show how to put it into practice. To say that his presentation was excellent would be a vast understatement.

The recent relocation of a counseling center that treats registered sex offenders as a part of their business had become an issue for some well-intentioned but misinformed individuals in our community. Fueled by emotional distress and ignorance, a small group continued to disturb the peace of mind and well-being of our community. I sincerely believe that, left unchecked, they could have instigated and motivated people to take physical action against that center, which would have required our department's forceful intervention. I needed an expert with unquestionable credentials, integrity, and a legitimacy of knowledge and experience that would overpower the emotionalism of these people and command their respect and attention. When I informed Detective Shilling that I was looking for a credible law enforcement expert to present a seminar of factual and accurate information on the subject, he agreed. The seminar he presented was well received, and his factual and informed presentation, accompanied by his honest assessment of the current issues, was the key in bringing about a rational and logical assessment and response by those with concerns. Detective Shilling is way above the norm of law enforcement officers, and the people of Seattle and the Seattle Police Department are fortunate to have a person of this caliber among your number.
